A bent seattube means the rear wheel is nearer to the bottom bracket so you get a short wheelbase without changing the position of the rider.
On race bikes it was also done to try and make it more aerodynamic when making tubes not round was difficult.
Bent seat stays are the next big thing
I'm going to get a bent headtube and a bent BB shell on my next bike.
